Phase II - Component E: Convergence and Policy Support

The objective of this component is to provide support to the government to develop policies, rules and procedures and institutional arrangements that would allow the government to transfer funds directly to the communities and local governments and scale up of the Gemi Diriya approach country-wide. This component will support GOSL in developing an enabling policy environment and also in undertaking strategic communication of the CDD model to policy level stakeholders. This component will be implemented by a Convergence and Policy Support Cell set up within the Ministry of Nation Building and Estate Infrastructure Development.
The component will consist of two sub-components:
(a) technical assistance to Gamaneguma and Samurdhi programs to adopt community driven development approach; and improve efficiency, effectiveness and pro-poor orientation, COM trainings and exposure visits; and dialogue with key stakeholders at the Pradeshiya Sabha and national level; and
(b) Demonstration villages as part of convergence with the Gamaneguma and Samurdhi programs. One important element of technical assistance would be demonstration villages to provide a show-case of CDD model based on Phase 1 approaches. This sub-component will fund VDPs of demonstration villages. |
