Key Players in the Implementation of Gemidiriya Project

For the implementation of the Gemidiriya project, the key players are Inter Ministerial Co-ordination Committee, Gemidiriya Foundation, Chief Executive Officer, Gemidiriya Management Team, Appraisal and Monitoring Teams, District Operations Unit, Field operations HUB, Pradeshiya Sabha sub committee and Village community.

Below is a table showing the roles and responsibilities of the stakeholders in project implementation.
 
 Institution  Roles and Responsibilities

Communities

  1. Organize into a formal Institution
  2. Provide community contribution to the project
  3. Participate in the monitoring of  the Village Development
Pradeshiya sabha  sub committee - Co-coordinating the project implementation among Divisional Secretariat, Village  
    Organization and other service Providers.
- Making available the services of various technical officers at the Pradeshiya Sabha Level
    to the Village Organization
- Monitoring progress of project implementation and helping Village Organizations in 
     solving problems that may arise during implementation
Field Operation Unit
  1. Promoting and acting as guardians of the rules and principles
  2. Guiding and supporting all activities of the Village organization
  3. Facilitating the provision of services required by the Village organizations from either public agencies or the private sector
  4. Arranging the providing technical support for communities
  5. Monitoring performance of Support Organizations, Service Providers
  6. Resolving problems faced by the communities and bringing notice to the District Operations Unit
  7. Reviewing the performance of the project at the Divisional /Pradeshiya Sabha Level
District Operations Unit

- Selection of the Villages in consultation with Management Team and Pradeshiya Sabha
- Assessing service Providers and maintain a roster of competent service providers
- Developing and updating rate bank
- Providing technical support to the communities either from public sector agencies from   
     outside
- Developing linkages with development programs, private sector and banks
- Reporting progress of project implementation and issues arising to the District Secretary  
    and Additional project Director(Operations)

Appraisal and Monitoring Team

- Carry out desk and field appraisal of sub projects
- Certification of milestones for approval of sub projects and release of funds
- Maintain database on program monitoring and prepare monitoring reports for the national team.
Gemidiriya Management Team - Act as national guardian of project rules
- Preparation of the various operational guidelines in finance, procurement, funds flows
and community operational Manual
- Advocacy and strategic communication through the preparation of IEC materials and dissemination/promotion at national level among various stakeholders
- Preparation of the business development plans and annual budgets
- Preparation of capacity building strategies, training modules for capacity building
- Financial management and audit
- MIS, monitoring and impact evaluations
- Hiring and Developing personnel
- Co-ordination of the activities at provincial, district, divisional and community level
- Maintaining linkages with various government agencies involved in rural development, training institutes, chambers of commerce and industry, banks, research organizations and other networks and bodies which could provide support to the communities
- Learning, dissemination and policy support
- Maintain service standards for support to the communities
- Selection of the village community in consultation with district teams
- Continuous coaching and mentoring of District and Hub teams
Gemidiriya Board of Directors - Articulation of a clear vision and policy guidance for the Foundation
- Reviewing and monitoring the activities of the Foundation
- Approval of annual work program and budget of the Foundation
- Ensuring that performance indicators for the triggers for the subsequent phases of
the adaptable program loan are achieved
- To frame, approve and amend the rules and By-Laws of the Foundation
- Appointing and removing the Chief Executive Officer/Project Director in
consultation with the Secretary to the Prime Minister.
Inter Ministerial Co-ordination Committee - Advice project implementations on issues of inter Ministerial co-ordination and
convergence of policies and programs of the line Ministries with the evolving
Gemidiriya Principles and approaches.
- Provide an enabling policy environment for smooth project implementation
- Undertaken overall monitoring of project implementation
