The Gemidiriya Project gives a lot of emphasis to learning by doing and planning to implement various capacity building activities to empower the village communities, the office bearers and committee members of the VOS. Various capacity building activities are planned to build capacity of GDMT, District and Hub Facilitators CBAs, SOs and Government Institutions, NGOs, Private Sector Agencies as Service Providers.
Objectives
- To develop institutions at all levels of project implementation through establishing and supporting shared principles and “rules of the engagement” so that they are able to perform in a coordinated and synchronized manner meeting the requirement and service standards of the project.
- To impart knowledge, attitudes and skills to all project stakeholders at different levels of project implementation, so that they will be able to work as efficient teams and perform effectively the roles and responsibilities entrusted to them
Knowledge Based Capacity Building Activities
Based on the needs, to promote community participation and highlight the responsibilities of stakeholders a series of training programes and work shops has been conducted to enhance knowledge and to develop the skills of stakeholders. At those workshops and programmes it was mainly emphasized on promoting positive attitudes towards community development. based an Gemediriya principles was emphasized Gemidiriya was designed to gain CDD experiences through national and overseas exposure visits. thre exposure visits to India were arranged in 2005.The Society for Elimination of Rural Poverty (SERP) in Andrha Pradesh Immersion programme .is one of them. The participants interacted with Panchayat members and observed institutional building and social capital development, credit and finance, livelihood promotion through partnerships, social action issues including judicial services for the poor .The groups consisted of Chairpersons of PCs, Divisional Secretaries of the respective areas, D/H Facilitators, and CO Team members of the GDMT. The groups are expected to gain more experience and implement appropriate activities in the Gemidiriya project.
Capacity Building through Management Skills.
The overall project management activities are carried out by the GDMT and D/H facilitators. To promote management skills, national and district level workshops were held for Gemidiriya Facilitators. (At the workshops emphasized to design 2006 Annual Plan and based on that prepared Plan of Actions to implement community development activities with the PCs.) Preparation of an annual plan for 2006 and an action plan based as that was emphasized at the work shop.
Promotion of Capacity Building through Service Providers Cooperation.
The gemidiriya project is planning to promote healthy coordination and cooperation with the Service Providers. Therefore a series of workshops with the Senior Government Officers and private a sector agencies was conducted to promote business linkages of the Gemidiriya activities at district level .Through these programmes socio-economic linkages with the Peoples Companies and Service Providers were been developed
Capacity Building through Mobilizing Small Groups
Gemidiriya project is focused on promoting Small Groups to achieve the objectives of the community development programmes. The small group is the foundation of the village institution. Training for small group members is a carefully planned intervention and the most important team building activity of the project |

Institutional Arrangements for Capacity Building
With the purpose of capacity building of Community Facilitators (CFs) and Social Animators Gemidiriya is planning to establish Para Professionals Learning and Training Centers. The P P L & T C is designed to provide comprehensive training for CFs and Animators on social mobilization and Community Operational Manual as well as overall social development process. Based on the knowledge; skills and field experiences the CFs could provide better services in Gemidiriya project as well as at outside community development programs. Through this process the CFs could gain economic benefits. According to the plan there could be at least10 CFs in a Gemidiriya village. By the year of 2006 there will be 1000 villagers and 10,000 youth groups will be involved in the field of community development.
Promotion of Management Skills of People's Companies through Capacity Building Programmes
With the purpose of improving management skills of PCs a series of workshops for the 06 districts were conducted with participation of 1107 (123x9) BOD members from the 1st batch villages. They effectively planned their community development activities and the way of utilizing Village Development Funds to promote socio-economic development in the villages. Especially they are arranging field exposure visits to get more experiences on sub- projects, lively hood development activities, savings and credits and management of the PCs activities. The D/H Facilitators in Ratnapura organized exposure visit to Kebillegama and weliulla in Badulla district. They stayed 02 days in the village and they have studied all the aspects of the community development activities. The village people have provided them accommodation and all the facilities and they shared their family development experiences with each other This community exchange programmes have been resulted in Social Cohesive among Gemidiriya communities

- Planning
- Orientation and follow up training input to new recruits, members of Board of Directors, subcommittees, Community Facilitators, Para Professionals, Small Group Members using the Community Operations Manuals small group training Manuals, manuals on Micro-Finance, Technical Manuals, Leaflet and other communicator material
- Orientation and exposure of the political leadership and officials at relevant levels to the Gemidiriya design and the results achieved
