The project implementation has been designed to proceed along a series of step by step activities. The activities will take place sequentially over clearly identified phases of project implementation. This programmatic approach in project implementation will have the following advantages:
- Provide all project partners, the Management Team, the Appraisal Teams, the District Teams, the Hub Team, the SOs, the Service Providers and the Village Community sufficient time to understand the process and learn from the implementation
- As the focus of project implementation is at community level, the programmatic approach will help the community internalize the project principles and build sufficient capacity to self manage village development
The project implementation process is presented as an overall project cycle covering all activities from the national level to the community level. Community level activities are further detained as a village development cycle |

| Village Development Cycle |
Project implementation activity at the village level is the responsibility of the community. The management Team of the Foundation, the DOU, the AMT and the field operations Hub will facilirate and support to enable the community. The SOS and other service Providers will provide support services and technical assistance to the community.
The village development cycle, in contormity with the overall project cycle, consists of various achivihes grouped as main processes across he ditterent phases of implementions. |

| Building Capacity of Gemidiriya Teams and Supporting Agencies to provide better facilitation to Village Communities |
Agencies are hired to improve capacities of multi disciplinary teams at district and field operational level and the staff of supporting organizations, to assist village communities to build sustainable village institutions and for transferring decision making responsibilities and resources to the communities.

| Mechanism to provide facilitation and capacity building services Village Communities |
Well experienced and skilled Support Organisations (Non-Governmental Organisations {NGOs} or Community Based Organisations {CBOs} ) are hired to facilitate a process of Community Driven Development.
The assignment consists of two parts. In Part one, during the first six months, the SO will mobilise a team with a team leader for to the following activities
- Field Village Facilitators, create awareness in the community on project activities, initial social mobilization, conduct group and village level meetings, identify potential leaders etc.
- Collect baseline data & information and prepare a baseline report for planning and future evaluations
- Organize collective actions (Sharamadana), strengthen leadership, change attitudes and behaviour, conduct capacity building programs
- Conduct PRA & develop VDP (Village Development Vision)
- Organize small groups, federate to form village level groups, form village company, open bank accounts, form sub project committees
- Finalize the VDP, approve by the Maha Sabha, finalise capacity building plan and obtain funds for capacity building for the communities
- Plan for first sub project proposal
- Mobilize savings and investment groups
In part II, during the second six months the SO should implement the following activities mobilizing the Community facilitator.

- Facilitate the implement the first infrastructure sub project
- Facilitate the implement livelihood support sub-projects

Project facilitates the development of Para-Professionals in of mobilization, micro-finance, accounts, accountability and community procurement, operations and maintenance, functions of the Board of Directors to continue village development activities and to support other villages to develop themselves according to Gemidiriya concepts.
The following par professionals have been trained in 27 villages in Polonnaruwa and 32 pilot villages in Badulla, Hambantota and Moneragala districts. |

| Para-professionals developed in pilot villages are very actively involved in Small Group training, educating and sharing experiences with the communities in new villages on the Gemidiriya concept and its processes. |

| Development of the Social Accountability Mechanism |
The objectives of developing Social accountability Mechanism;
- Strengthen the village systems and institutions to use Community Score Card on a continuous basis to asses, monitor and create positive and effective changes
- Create effective linkages with local government bodies by providing them with the capacities needed to be responsive to the needs of communities
Development of a resource team at district level to promote Community Score Card system at village level;
An initial workshop to develop a resource team was held in September, 2005. A refresher course for identified participants to be developed as resource persons will be held on March 14 to 16,2006 |

Development of a Social Accountability Manual |
Developing a Social Accountability manual is in process and scheduled to be ready on March 10,2006.
Developing Hubs as a focal point of promoting the Social Accountability Mechanism;
Accountability facilitators have been trained specially on Community Score Cards with practical exercises in 4 pilot villages to improve their knowledge of the subject. |
