Phase II - Component B: Inter-village Connectivity Development :

This component will promote inter-village development to sustain activities and investments generated at the village level. The component will consist of three sub-components: (a) Strengthening of Pradeshiya Sabha Institutions – to plan, implement and manage their inter-village and cluster development investments; (b) Pradeshiya Sabha Interconnectivity Fund to finance inter-village infrastructure and social service subprojects, institutional development and incentive fund; and (c) Inter-village federation and community resource centre development.

| B1: Strengthening of Pradeshiya Sabha Institutions (US$0.5 million): |
The objective of the institutional strengthening component will be to deepen participation of community members in Pradeshiya Sabha activities and decision making. The key activities include carry an information dissemination campaign, mobilize zonal Sabhas and Zonal committees, develop participatory plans, budgets and strengthening implementation capacity to deliver their services in a cost effective and demand driven way. |

| B2: Pradeshiya Sabha Interconnectivity Fund (US$21.5 million): |
| The objective of inter-village connectivity sub-component is to help the Pradeshiya Sabha function as an efficient enabler and facilitator in providing greater opportunities to the village communities for participating effectively in all activities relating to the social and economic development of the Pradeshiya Sabha. An institutional Strengthening Plan will be agreed with each Pradeshiya Sabha up-front. About 5 percent of PS funds would be utilized for institutional strengthening which would include building capacity of its staff; improving financial management and information management system; and building transparency and good governance within the PS. The institutional strengthening plan would fund at least two priority governance and accountability action plan activities; training for Pradeshiya Sabha members and staff, management fee for carrying out the civil works and essential equipments required for service provisions devolved to Pradeshiya Sabhas. The key outcomes of this component will be Pradeshiya Sabhas are effectively managing funds in a participatory, transparent and inclusive manner. |

| The sub component will fund Interconnectivity Subprojects mainly relating to removing constraints for the development of livelihoods. This will include roads, bridges, inter-village water supply; irrigation; - as prioritized by the zonal sabhas in a participatory and demand driven way. About 95 percent of the PS level funds would be utilized for interconnectivity subprojects |
| Successful Pradeshiya Sabhas implementing and following all CDD principles will be recognized and rewarded with an additional budget envelop in the form of incentive funds. Incentive fund will be 10 percent of the budget allocation of inter-village sub-project fund |
| B3: Inter-village Institutional and Livelihood Promotion (US$8.0 million): |
| The objective of this subcomponent is to aggregate community level institutions as network of federations and livelihood activities and link the federations to private sector and financial institutions for higher value livelihood activities and having maximum impact and economy of scale. This sub-component comprises of the following activities; (i) strengthening of village organizations vertically as federations (VO federations, VSCO federations, and Producer groups federations); (ii) Federation Fund to finance livelihood and productive infrastructure activities at the cluster and federations level; and (iii) Community Resource Centers Fund to strengthen Community Professional and Learning Centres which successfully emerged and demonstrated the potential to successfully institutionalize community to community learning and technical assistance across villages. The key outcome of the component will be improved access to markets; information/technology, employment opportunities and services. |
