Phase II - Component C: Public, Private and People Sector Partnerships

The objective of this component is to develop partnerships between rural communities and private and public sector agencies to increase access to new technology and marketing opportunities; and enhance skills for employment generation and off-farm activities especially among unemployed youth. The component will also focus on attracting investments in rural areas more public and private sector resources. It will include the following sub-components: (a) Technical Support to the project teams, public sector agencies and other stakeholders at the national, provincial, district, divisional and cluster level to respond to the needs of the poor and operationalize the CDD approach; and (b) Livelihood and Business Support for building institutional linkages and partnerships and livelihood options and employment opportunities for enhanced sustainability of the livelihoods of the communities and vulnerable and villages. The objective of the Livelihood and Business support subcomponent is to improve livelihood opportunities by forging links between VOs, federations, Producer Federations and CPLTCs with public and private networks, agencies, and companies to secure the market for village products and to obtain employment opportunities for youth. It will focus on training, facilitation, information, and technical assistance and an innovation fund to promote new ideas in PPP collaboration. Key activities will include: |

Institutional Development. This includes strengthening VOs to promote livelihood activities among their community members, federating VOs at the divisional and district levels; and strengthening CPLTCs and Federations to support VO and to link with external organizations for services. |
| Resource mapping and improvement. This includes mapping the resources available in villages that could be exploited for livelihoods; maintaining a database of these resources at the village and divisional levels; introducing potential cash crops that are marketable and appropriate to different geographical locations and providing financial assistance for community members to start farming activities. |
| Linking to markets and training. Developing official links with organizations that can help the Federations secure a sustainable market presence for community products and train in value addition activities that can increase the potential income received by producers;
Innovation Seed Fund. This will provide financing to pilot innovative ideas that need experimentation and incubation and that have the potential to be scaled-up and replicated. |

| Specific activities for the Innovation Seed Fund will include: |
Giving villages access to new/improved technologies like and piloting innovative ideas that have the potential to expand livelihood options for the rural poor;
Promoting certain microenterprises for which rural villagers currently lack experience and expertise with a view to encourage other village communities to adopt and replicate;
Researching new livelihood opportunities, especially ones that will add value to raw materials for increased income potential;
Continued support to existing innovation seed fund recipients from Phase 1.
