Phase II - Component D: Project Management and Monitoring

This component would consist of two components: (D.1) Project Coordination and Management and (D.2) Monitoring, Learning and Evaluation.

| The sub-component – Project Coordination and Management (US$5.60 million) |
will facilitate overall coordination, planning, implementation of the project at the national, regional and district level; and acting as “Guardian of Rules” and checking compliance of communities to the project rules through appraisal and compliance check. It would include strengthening and setting up of district and regional level teams, Appraisal and Monitoring Teams; and providing office and infrastructure and logistic support and setting up of monitoring systems. The component will be managed by the Foundation at the national level and its district offices and the important activities would include identification and hiring of consultants and National and district Community professionals, disbursement of salaries and other benefits, procurement and maintenance of vehicles, office equipment; and coordinating with the Ministry, Board and other agencies. The key outcomes of this component would be perceptions of the village institutions on the performance of the national, district and divisional teams which will be captured through report cards and other feedback mechanisms; compliance with the project rules and operational procedures; and meeting of service standards at all levels – that is turn around/processing time that these different teams take in responding to requests/applications from the village institutions and federations against agreed norms incorporated in the operational documents. |

| Monitoring, Learning and Evaluation (US$2.20 million): |
| This sub-component will further refine and strengthen the monitoring and learning system to respond to operational issues, improve service standards and delivery, promote a performance based reward system and disseminate good practices and lessons across all districts and villages. The sub-component will fund upgrading of the Management Information System, web-sites, learning forums at the divisional, district and national level, financial management system, accounting packages and software for federations and village organizations. The subcomponent would also fund baseline surveys, thematic assessments, mid-term review and project impact assessments. |
